2009年にビットコインが誕生して以来、暗号資産（Cryptocurrencies/仮想通貨/クリプト）に対する評価は様々でしたが、13年を経た現在、オンライン・コミュニティの一決済手段から、機関投資家も注目するアセット・クラスへと成長を遂げています。そのような変化を受け、2022年3月米国では、バイデン大統領が「暗号資産に関する大統領令」を発表、各種レギュレーションの検討やガイドラインの整備が始まろうとしています。暗号資産に関する昨今の動きをまとめてみました。
■ 暗号資産に関する大統領令
2022年3月バイデン大統領が署名/発布された大統領令は、大統領が政府各省庁に対して、暗号資産市場全体を俯瞰しながら様々な課題を精査し、必要ならばレギュレーションの検討やガイドラインを整備するよう指示している。主要な課題は以下のとおり：
（1）レギュレーションの整備（財務省や規制当局などに対して）
「消費者保護」や「マネーロンダリング/不正送金の排除」にとどまらず、ステーブルコイン（ドルや金にペグした仮想通貨）の増加にともなう金融市場の安定性確保の面からも、調査の強化/規制作り検討の本格化を求めている。また、連邦政府による規制（金融商品）と州政府による規制（仮想通貨取引所）の整合性問題や、EUで検討が進行している暗号資産規制法案を念頭に他国の規制との連携も求めている。
（2）米国の競争力確保（商務省などに対して）
こちらは中国の動きを念頭に、技術力の強化だけにとどまらず、民主的価値観と矛盾しない形での金融システムの進化/イノベーション推進策を求めている

User friction: It is such a complicated topic. If it’s done well, you can appreciate it, or at least accept it, because it’s protecting you and your financial interests. If not done well, it’s nearly universally hated. Striking that balance, while very doable, seems to be difficult for some financial institutions. I ran into an institution recently which provided a perfect example of what NOT to do.

How did you get into insurance?
I was a car salesman for about a decade, and some of my buddies were working in insurance. I had to find someone new every day, and here they were telling me that they were getting residuals. I started selling life insurance on the side, and once that built up, I left the auto industry and went fully into insurance.
