March 1, 2023 – 金融市場の相互接続がより緊密となる昨今、欧州各国では金融業界全体がサイバー攻撃によるシステミック・リスク/集中リスクに晒されているとの認識が広がっている。このような懸念に対処するため、欧州委員会/欧州理事会議長国/欧州議会が協力して、金融機関と金融機関向けソリューション・プロバイダーに向け、これまでに類を見ないフレームワーク:デジタル・オペレーション・レジリエンス法(DORA)を構築した。DORA、金融機関に対して「顧客レベル」「ICTサービス・ベンダー・レベル」にまで踏み込んで、これまで以上にオペレーショナル・レジリエンシー/ビジネス・コンティニュイティに取り組むことを要求している。

本レポートは、金融機関のCISOやオペレーションレジリエンシーの責任者がDORA
を理解し導入期限までに何をするべき計画策定の指針となることを目指した。執筆にあたっては、2022 11月に公表された「The Digital Operational Resilience Act Regulation (EU) 2022/2554258 ページ)」を精読/分析し、金融機関が2025年の導入期限までに取り組むべき要件をまとめた。
